No. It does not have annular rings. It actually has a radial pattern. There is a silica core and a silica "skin" toward the outside. The rest is grey limestone. I'm not sure where you draw the line between fossil and concretion. I think this little piece falls in that grey area. The shape was definitely influenced by some kind of living organism.
