I think the intent of "mineral rights" cover mineraloids too. Value in the ground. If mineral rights secures opal and Amber then it would also apply to valuable fossils.

They know the fellow who also holds mineral rights has a valid claim to what was found and have little defense except to argue the term "mineral". 

If I owned the majority of mineral rights on a property and someone found a $6m fossil I would want my cut too. But if I found the fossils I would be arguing semantics with the other owners. So I see merit in both sides argument. 

At the end of the day fossils are "mineral wealth" even if they aren't technically minerals. And that is the intent of mineral rights. So I think they should have to share the wealth based on percentages.
