Not sure what you're asking, but there is still gold out there to be found, so the golds are not fully developed.  Difficulty comes in finding that area, the easy stuff was found a long time ago, so just need to work for it.  The newer volcanic islands tend not have gold, but its found in countries as small as Belize. There's old gold mines in Saudi Arabia, but I highly doubt you'd find it in a nearby country with geology like Qatar.

Developed is a relative term which could have different meanings depending on specific context. It may mean that the gold is locked up in complex mineralogy.

Example: "When gold is associated with sulfides, it can be either fully encapsulated by the sulfide particle or partially liberated, i.e. exposed on the edge of the sulfide mineral"  

You might begin a Google search using: Gold Process Mineralogy as a search term and go from there.

May I suggest that you tell us which country you live in, then we could possibly answer your question a bit more easier, by a bit of research to see if there's any info on what kind of gold deposits that maybe in your country.
