It appears to be a genuine 1996 P Roosevelt dime, I see no reason why anyone would counterfeit such a coin, it's not a rare coin and no reason for any collector to want to buy it as there was over 1,400,000 of them made so it would be easy for collector to get one,  it would cost a counterfeiter more to make a counterfeit of this coin then they could ever sell it for, it's value is $0.10

That being said this coin looks like it was in water or buried in the dirt for while and has corroded a bit.

It's not silver, it is made of "75% Copper, 25% Nickel over a pure Copper center", this method of making such a coin is called "Cladding", it has a copper center with a copper/nickel composite coating/cladding.

The only Roosevelt dimes that were made of 90% silver were from 1946 to 1964, all Roosevelt dimes after 1964 were cladded coins.
