What mineral could this possibly be?

All the reply posters are correct, just using synonyms for the same same stuff; Chalcedony, a hydrated, cryptocrystalline quartz.   The white "rind" is the result of the loss of water from the minerals structure due to weathering.

Thank you for your response... i started reseaching about chalcedony upon reading your comments. I found that stone in an excavated dirt road in Batangas, Philippines. I think that part of the mountain was once submerged underwater... I also found some fossilized shells and corals. there are also some rocks I find interesting. I just keep them not knowing what they are...
