Unless things have changed in the last 10 years I was reading on a forum that had gold prospectors from Russia on it, then they said that gold prospecting was illegal in Russia, only Government approved mining companies could legally mine for gold, BUT many people do pan/sluice for gold in the streams only and took a real risk going to jail, so it's was always done covertly, all of these forum members and other prospectors were campaigning lawmakers, getting petitions signed, etc. to get the laws changed so the average person could legally go panning for gold, I never heard what the outcome was though.
