In a lot of European countries, it's illegal to use a metal detector unless you have a permit of some type.This is one recent find. In some (if not all) of the former soviet colonies, the state still owns almost everything. So anything found would belong to the state. It stayed neutral. Man Alive! I thought the reason, whatever it was, would be nutty, but man, it's downright loony. How will they ever find any artifacts if they are so restrictive and make nearly impossible for anyone to hunt for it? All there is then is the nighthawks.
