sawmill 69
rockhound87 White pvc or other type pipe or posts are a common way to mark claim corners. I noticed on a previous post you were inquiring about the Wickiup area. The Wickiup area is a maze of valid mining claims, state land ,and private land. There is places there that have several sections of state land that runs for miles in blocks. Also several large mining companies have huge blocks under claim. Any one of the above can land you in jail if you are caught prospecting, detecting ,or removing minerals. The State land in Arizona is not public land. The State of Arizona will prosecute in a heart beat.

sawmill 69
El Dorado The state land is school trust land. It belongs to the state school systems and is administrated by the state. It was withdrawn from the public land system. Arizona is not the only place like that. The minerals, timber, grazing, or any other activity is used to generate funds for the school system. They can sell or exchange it too.
